[ঢাকা, ২ নভেম্বর ২০২৩] শিক্ষার মান বৃদ্ধি এবং একাডেমিক অংশীদারিত্ব জোরদার করার লক্ষ্যে গত ৩১ অক্টোবর ইন্টারকন্টিনেন্টাল, ঢাকায় বিশ্ববিদ্যালয় মঞ্জুরি কমিশন (ইউজিসি) ও ব্রিটিশ কাউন্সিল একটি অপারেশনাল অ্যালায়েন্স চুক্তি স্বাক্ষর করে। এই চুক্তি স্বাক্ষর বাংলাদেশে উচ্চশিক্ষার মান উন্নয়নে উভয় পক্ষের প্রচেষ্টা আরো জোরদার করবে।
উচ্চ শিক্ষার মানোন্নয়নে যুক্তরাজ্য ও অন্যান্য দেশের মধ্যে কৌশলগত, পারস্পরিকভাবে লাভজনক এবং ন্যায়সঙ্গত অংশীদারিত্ব বৃদ্ধি করার উদ্দেশ্যে ২০২১ সালে ব্রিটিশ কাউন্সিলের গোয়িং গ্লোবাল পার্টনারশিপ (জিজিপি) চালু করা হয়। এই প্রোগ্রামের আওতায় উচ্চশিক্ষা এবং কারিগরি শিক্ষা ও প্রশিক্ষণ (টিভেট) ব্যবস্থা শক্তিশালীকরণ, গবেষণা সহযোগিতা, প্রতিষ্ঠানের আন্তর্জাতিকীকরণ, শিক্ষার্থীদের দক্ষতা বৃদ্ধি, লিঙ্গ সমতা এবং সবার অংশগ্রহণ (অন্তর্ভুক্তিকরণ) নিশ্চিত করার জন্য বিভিন্ন বিশ্ববিদ্যালয়, কলেজ, নীতিনির্ধারক এবং অন্যান্য পার্টনারদের মধ্যে মধ্যে অংশীদারিত্বের সুযোগ সৃষ্টি করা হয়। বিশ্বস্ত সহযোগী হিসেবে ব্রিটিশ কাউন্সিল ইতোমধ্যে বিশ্বব্যাপী উচ্চশিক্ষা এবং কারিগরি শিক্ষার মানোন্নয়নে প্রায় ৫০টি প্রকল্প বাস্তবায়ন করেছে। বাংলাদেশে এই উদ্যোগের অধীনে ব্রিটিশ কাউন্সিল, বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের সহযোগিতায় উচ্চশিক্ষাযক্ষেত্রে শিক্ষাদান ও শিক্ষাগ্রহণের দক্ষতা বৃদ্ধিতে আরও কাজ করে যাবে,যা পূর্বের সেন্টার অব এক্সিলেন্স ইন টিচিং অ্যান্ড লার্নিং উদ্যোগের ধারাবাহিকতা।
এই অংশীদারিত্বকে আরও শক্তিশালী করতে বিশ্ববিদ্যালয় মঞ্জুরি কমিশন (ইউজিসি) এবং ব্রিটিশ কাউন্সিল এই চুক্তিটি স্বাক্ষর করেছে। এই চুক্তির অন্যতম একটি অংশ হল টিচিং এক্সিলেন্স প্রোগ্রাম যেটা বিশ্ববিদ্যালয়গুলোর শিক্ষকদের শিখন-শিক্ষনের ব্যবহারিক পন্থা এবং নেতৃত্বের কৌশল দক্ষতা উন্নয়ন; শিক্ষার্থী কেন্দ্রিক শিখন শিক্ষণ পদ্ধতি এবং কার্যকরী মূল্যায়নের দক্ষতা উন্নয়নের জন্য তৈরি করা হয়েছে. নবীন গবেষকদের গবেষণা বিষয়ক দক্ষতা উন্নয়ন; শিক্ষকদের ইংরেজি দক্ষতা উন্নয়ন; নেতৃত্ব বিষয়ক কর্মসূচির উন্নয়ন; বাংলাদেশ এবং যুক্তরাজ্যের মধ্যে উচ্চ শিক্ষা সেক্টরে একাডেমিক অংশীদারিত্ব তৈরি করা – এই চুক্তির অংশ।
ব্রিটিশ কাউন্সিল বাংলাদেশের ডিরেক্টর টম মিশশা এবং বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের সচিব ডক্টর ফেরদৌস জামান উচ্চশিক্ষা সংক্রান্ত এই অপারেশনাল অ্যালায়েন্স চুক্তিতে স্বাক্ষর করেন।
ব্রিটিশ কাউন্সিল বাংলাদেশের ডিরেক্টর টম মিশশা বলেন, “বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের (ইউজিসি) সাথে দীর্ঘস্থায়ী অংশীদারিত্বের মাধ্যমে ব্রিটিশ কাউন্সিল বাংলাদেশের উচ্চশিক্ষার মানোন্নয়নে সহায়তা করতে প্রতিশ্রুতিবদ্ধ। যুক্তরাজ্য ও বাংলাদেশের মধ্যে একাডেমিক সহযোগিতা বৃদ্ধি এবং সম্মিলিত প্রচেষ্টার মাধ্যমে বিভিন্ন কোর্স তৈরি, ফ্যাকাল্টি বিনিময় ও গবেষণা সংক্রান্ত উদ্যোগকে উৎসাহিত করা গোয়িং গ্লোবাল পার্টনারশিপ প্রোগ্রামের লক্ষ্য। যুক্তরাজ্য ও বাংলাদেশের উচ্চশিক্ষা খাতে পরস্পরের জন্য হিতকর এমন অংশীদারিত্ব গড়ে তুলতে আমরা ইউজিসি এবং অন্যান্য অংশীদারদের সাথে কাজ করে যাবো।”
বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের সদস্য ও চেয়ারম্যান (অতিরিক্ত দায়িত্ব প্রাপ্ত) প্রফেসর ড. মুহাম্মদ আলমগীর বলেন, “ইউজিসির লক্ষ্য এবং উদ্দেশ্য বাংলাদেশের উচ্চশিক্ষা ক্ষেত্রকে উন্নত করা। আমরা এমন একটি উচ্চশিক্ষা ব্যবস্থা তৈরি করতে কাজ করে যাচ্ছি যা শুধুমাত্র সবাইকে উচ্চশিক্ষার সুযোগ প্রদান করবে না, সেই সাথে সর্বোচ্চ শিক্ষামান নিশ্চিত করবে এবং আমরা ব্রিটিশ কাউন্সিলকে এই যাত্রায় বিশ্বস্ত পার্টনার হিসেবে পেয়ে আনন্দিত।”
অনুষ্ঠানে আরও উপস্থিত ছিলেন ইউজিসি সদস্য অধ্যাপক ড. বিশ্বজিৎ চন্দ, বাংলাদেশ অ্যাক্রিডিটেশন কাউন্সিলের চেয়ারম্যান অধ্যাপক ড. মেজবাহউদ্দিন আহমেদ এবং ইউজিসি ও ব্রিটিশ কাউন্সিল এর অন্যান্য কর্মকর্তারা।
University Grants Commission (UGC) of Bangladesh and the British Council signed an Operational Alliance Agreement
[Dhaka, November 02, 2023] Continuing a meaningful partnership to enhance the quality of education, the University Grants Commission (UGC) of Bangladesh and the British Council signed the Operational Alliance Agreement on 31 October 2023 at InterContinental Dhaka. The partnership reinforces the two entities’ mutual dedication to strengthen and elevate the Higher Education (HE) sector in Bangladesh.
British Council’s Going Global Partnerships (GGP), launched in July 2021, aims to foster strategic, mutually beneficial, and equitable partnerships in tertiary education between the UK and other nations. This programme encourages partnerships among universities, colleges, policymakers, and industry stakeholders to bolster Higher Education (HE) and Technical and Vocational Education and Training (TVET) systems, promote research collaboration, internationalise institutions, enhance student outcomes, advance gender equality, and support inclusion. Building upon over 50 prior British Council projects that supported Higher Education and TVET partnerships globally. In Bangladesh, under the GGP, the British Council, in collaboration with the University Grants Commission, is dedicated to enhancing the higher education sector’s teaching and learning capacity, exemplified by the establishment of the Centre of Excellence in Teaching and Learning (CETL) units.
University Grants Commission of Bangladesh (UGC) and the British Council have fortified their partnership with yet another agreement that emphasises teaching and learning practices in the higher education institutes in the country. Under the Operational Alliance Agreement, a series of initiatives will be launched, focusing on improving the higher education sector across the country. One of the key elements of this agreement is Teaching Excellence Programme (TEP) which has been designed to develop the capacity of HE faculty members focussing on practical approaches and leadership strategies for teaching and learning, student-centred teaching and learning and authentic assessment in higher education. Professional development of early career researchers; enhancing the English skills of university faculty members; development of a leadership programme for HE sector leaders; facilitating the academic partnerships in HE sector between Bangladesh and UK are also some other areas on this agreement.
Tom Miscioscia, Director Bangladesh, British Council and Dr Ferdous Zaman, Secretary of the University Grants Commission of Bangladesh, signed the Higher Education Operational Alliance Agreement.
Tom Miscioscia, Country Director of Bangladesh, British Council, in his opening remarks, said, “Through our long-standing partnership with the University Grants Commission (UGC) of Bangladesh, the British Council is committed to supporting the development of higher education in Bangladesh. The Going Global Partnerships programme aims to cultivate academic collaborations between the UK and Bangladesh and to foster joint course development, faculty exchange, and research initiatives. We look forward to working with UGC and other partners to build high-quality and mutually beneficial partnerships in tertiary education between the UK and Bangladesh.”.
Professor Dr. Muhammed Alamgir, Chairman (Additional charge) & Member, University Grants Commission of Bangladesh said, “UGC’s mission and vision are deeply rooted in our dedication to advancing the higher education landscape in Bangladesh.
