সকলের জন্য নিরাপদ পানি, স্যানিটেশন এবং স্বাস্থ্যবিধি নিশ্চিত করার জন্য আরো জোরালো পদক্ষেপ নিতে পররাষ্ট্র মন্ত্রীর আহ্বান

নিউইয়র্ক, ২৪ মার্চ ২০২৩: “২০২১ সালে বিশ্বব্যাপী ৭৮ শতাংশ স্বাস্থ্যসেবা কেন্দ্রে পানি পরিষেবা এবং ৫১ শতাংশে স্বাস্থ্যবিধি পরিষেবা বিদ্যমান ছিল। একই বছরে ৭৮০ মিলিয়ন লোকের কোনও স্যানিটেশন পরিষেবা ছিল না। এ প্রেক্ষিতে বিশ্বব্যাপী স্বাস্থ্যসেবা কেন্দ্রসমূহে সকলের জন্য নিরাপদ পানি, স্যানিটেশন এবং স্বাস্থ্যবিধি নিশ্চিত করার জন্য আমাদের আগের চেয়ে আরো বেশি জোরালো পদক্ষেপ গ্রহণ করা দরকার ”- আজ জাতিসংঘ সদর দপ্তরে হাঙ্গেরি ও ফিলিপাইন কর্তৃক যৌথভাবে আয়োজিত “Water, Sanitation and Hygiene in Healthcare Facilities: Lesson Learned and the Way Forward” শীর্ষক একটি উচ্চ পর্যায়ের বৈঠকে বক্তব্য প্রদানকালে এমন মন্তব্য করেন পররাষ্ট্রমন্ত্রী ড. এ.কে. আব্দুল মোমেন, এম.পি.।

তার বক্তব্যে তিনি দেশের সব মানুষের জন্য স্বাস্থ্যসেবা কেন্দ্রে নিরাপদ পানি, স্যানিটেশন এবং স্বাস্থ্যবিধি নিশ্চিতকরণে প্রধানমন্ত্রী শেখ হাসিনার দূরদর্শী নেতৃত্বে বাংলাদেশের উল্লেখযোগ্য অর্জনগুলো তুলে ধরেন। জাতীয় পানি সরবরাহ ও স্যানিটেশন কৌশলপত্র-২০২১ এর কথা উল্লেখ করে তিনি বলেন, বাংলাদেশে আমাদের প্রায় ৯৮ শতাংশ মানুষ নিরাপদ পানির সুবিধা পায়, ৮০ শতাংশের বেশি মানুষকে উন্নত স্যানিটেশন সুবিধা এবং প্রায় ৭৫ শতাংশ মানুষকে হাইজিন সুবিধার আওতায় আনা হয়েছে। তিনি আরো বলেন, আজ স্যানিটেশন ক্ষেত্রে বাংলাদেশের অসামান্য অগ্রগতি অনেক উন্নয়নশীল দেশে অনুসরণ করা হচ্ছে। সমাপনী বক্তব্যে বাংলাদেশের সফল অভিজ্ঞতার আলোকে ড. মোমেন বিশ্বব্যাপী পানি, স্যানিটেশন এবং স্বাস্থ্যবিধি পরিষেবার অগ্রগতির অভাব দূরীকরণে আন্তর্জাতিক সম্প্রদায়ের নিকট কিছু সুনির্দিষ্ট সুপারিশ উপস্থাপন করেন।

অনুষ্ঠানে হাঙ্গেরির পররাষ্ট্র ও বাণিজ্য মন্ত্রী পিটার সিজার্তো, ফিলিপাইন প্রজাতন্ত্রের পরিবেশ ও প্রাকৃতিক সম্পদ বিভাগের সচিব মারিয়া অ্যান্তোনিয়া ইউলো-লয়জাগা এবং জর্জিয়ার আঞ্চলিক উন্নয়ন ও অবকাঠামো মন্ত্রী ইরাকলি কারসেলাদজেও বক্তব্য রাখেন। এ অনুষ্ঠানে উল্লেখযোগ্য সংখ্যক কূটনীতিক, জাতিসংঘ ও এর বিভিন্ন সংস্থার উচ্চপদস্থ কর্মকর্তা, পানি খাতে কর্মরত আন্তর্জাতিক এনজিও এবং বেসরকারি অংশীজনরা উপস্থিত ছিলেন।

এছাড়া আজ পররাষ্ট্রমন্ত্রী বাংলাদেশ সোশ্যাল সায়েন্টিস্ট ফাউন্ডেশন, ব্র্যাক, এওএসইডি, বিডব্লিউওটি, জাগো নারী, গ্রাম উন্নয়ন সংগঠন এবং এসডিএ-কর্তৃক যৌথভাবে আয়োজিত-“Revitalizing Social Protection Policies for Creating More Accessibility to Drinking Water”  শীর্ষক একটি উচ্চ-পর্যায়ের অনুষ্ঠানে যোগ দেন।

বিকেলে তিনি মালয়েশিয়ার প্রাকৃতিক সম্পদ, পরিবেশ ও জলবায়ু পরিবর্তন বিষয়ক মন্ত্রী নিক নাজমি নিক আহমেদের সঙ্গে একটি দ্বিপাক্ষিক বৈঠক করেন এবং সেখানে দুই দেশের মধ্যাকার স্বার্থ সংশ্লিষ্ট বিভিন্ন বিষয় নিয়ে আলোচনা করেন।

Momen calls for accelerated action to ensure safe drinking water, sanitation, and hygiene for all in the healthcare facilities.

 New York, 24 March 2023: “Globally, 78 percent healthcare facilities had a basic water service and 51 percent had basic hygiene service in 2021. Around10 percent of these facilities used by 780 million people had no sanitation service. Against this backdrop, we need more robust action than ever to ensure safe drinking water, sanitation and hygiene for all in the healthcare facilities”-Foreign Minister Dr. A.K. Abdul Momen, M.P. said today while speaking at the high-level event entitled “Water, Sanitation and Hygiene in Healthcare Facilities: Lesson Learned and the Way Forward” jointly organized by Hungary and Philippines at the United Nations Headquarters.

In his remarks, he highlighted the major achievements of Bangladesh under the visionary leadership of Prime Minister Sheikh Hasina in ensuring safe drinking-water, sanitation, and hygiene for all people of the country. Referring to the National Strategy for Water suply and Sanitation 2021, he said that in Bangladesh around 98 percent of our people have access to drinking water, more than 80 percent to improved sanitation facilities, nearly 75 percent to hand-washing facilities. Bangladesh pioneered the community led total sanitation approach for promoting sanitation, which is now recognized and replicated in many developing countries, he further added.

In light of Bangladesh’s successful experiences, Dr. Momen offered specific recommendations to check the lack of progress in water, sanitation, and hygiene service worldwide.

Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary, Maria Antonia Yulo-Loyzaga, Secretary, Department of Environment and Natural Resources Republic of the Philippines and Irakli Karseladze, Minister of Regional Development and Infrastructure of Georgia also spoke at the event. A significant number of diplomats, high officials of the UN and its various organizations, international NGOs working in the water sector and private stakeholders were present at the event.

Foreign Minister also attended a high-level side event entitled “Revitalizing Social Protection Policies for Creating More Accessibility to Drinking Water” jointly organized by Bangladesh Social Scientists Foundation together with BRAC, AOSED, BWOT, Jago Nari, GRAUS and SDA at the Permanent Mission of Bangladesh to the UN in New York.

He also held a bilateral meeting with Nik Nazmi Nik Ahmad,  Minister for Natural Resources, Environment and Climate Change of Malaysia and discussed issues of mutual interest.
