Major new projects integrating sustainable development components

Saint-Laurent, April 12, 2023 – The Advisory Committee on Planning (ACP) tabled its 2022 Activity Report at the Saint-Laurent Council meeting on Tuesday, April 4. The Borough Councillor for Côte-de-Liesse District, Jacques Cohen, who was the Committee’s Chair last year, read the highlights, several of which are aligned with Saint-Laurent’s sustainable development orientations.

Highlights
A total of 176 items were on the agenda for the 12 meetings held in 2022. Due to health measures, two of the meetings were held virtually and two were closed sessions.
In particular, the Committee worked on several major projects by recommending additions and improvements to integrate sustainable development features.
For example, the percentage of green space proposed for 19 of the projects studied exceeds the required minimum of 169,761 m² by 42 % for a total of 249,324 m².

The total number of trees proposed for all the projects, with the exception of the Cologix company in the Technoparc where a sylvicultural prescription was filed to ensure optimal reforestation, represents a total of 1243 trees. This is 40 % more than the required minimum of 743 trees.
The parking canopy for the eight projects varies between 49 % and 64 %. The total shade surface proposed for the projects is 12,579 m² while the stipulated minimum is 9572 m², providing a 24 % larger shaded area.
In the residential component, the Committee has approved three multi-family residential projects comprising 484 housing units that are striving for LEED Silver certification. There are also two mixed housing developments comprising six units and seven new single-family homes in Nouveau Saint-Laurent, for a total of 497 units. Furthermore, the Committee processed 78 files pertaining to extensions and exterior modifications.
The new building approved in the commercial component will be located at 3560-3594, boulevard de la Côte-Vertu, in a section of the land occupied by RONA. Named DAMCO, it will house a new BMO bank, a clinic on the first floor and four businesses on the main floor. The project is aiming for LEED Silver certification and will have a green roof over the equivalent of one story. Furthermore, 115 trees will be planted.

In the industrial component, the Committee has approved several extension and exterior modification projects as well as the construction of four new buildings contending for LEED Silver or Gold certification. Among these is the Cologix project consisting of a datacentre on Rue Frederick-Banting. Aiming for LEED Gold certification, it includes plans to plant 827 to 1027 trees. Also noteworthy is the Gavin électrique project, striving for LEED Silver certification. Planned for Chemin de la Côte-de-Liesse, it proposes the installation of a green roof and solar panels.

Finally, the institutional component includes the development of the master plan for the institutional campus and an extension project for École Manoogian. The latter plans to build a two-story technolab with a surface area of 1178 m² and an outdoor area, 33 % of which will be covered in greenery, including 23 new trees.

In 2022, the CCU was composed of the following members:

Mrs. Meriem Aktouche, development advisor, was responsible for coordination and for the presentation of projects to the Advisory Committee on Planning.
Mrs. Chantale Rivest, urban planning technical officer, oversaw the presentation of signage matters and administrative follow-up.
Mr. Antoine Saint-Laurent, head of the Division de l’urbanisme, assumed the role of secretary of the Advisory Committee on Planning.
