অটোয়াস্থ বাংলাদেশ হাইকমিশন কর্তৃক মহান স্বাধীনতা এবং জাতীয় দিবস ২০২৪ উপলক্ষে সংবর্ধনা অনুষ্ঠানের আয়োজন
গত ১৮ এপ্রিল ২০২৪ তারিখে অটোয়ার হিল্টন গার্ডেন হোটেলে বাংলাদেশ হাইকমিশন, অটোয়া, কানাডা মহান স্বাধীনতা ও জাতীয় দিবস ২০২৪ উপলক্ষে একটি বিশেষ সংবর্ধনা অনুষ্ঠানের আয়োজন করে। এই সংবর্ধনা অনুষ্ঠানে কানাডার মাননীয় পররাষ্ট্র মন্ত্রীর সংসদীয় সচিব রবার্ট অলিফ্যান্ট দেশটির সরকারের পক্ষ থেকে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন। অনুষ্ঠানে কানাডার সিনেটর, সংসদ সদস্য, অটোয়াস্থ কূটনৈতিক মিশনসমূহের প্রধান এবং বাংলাদেশি-কানাডিয়ানসহ ১৫০ জনের অধিক আমন্ত্রিত অতিথি উপস্থিত ছিলেন। কানাডা ও বাংলাদেশের জাতীয় সঙ্গীত পরিবেশনের মধ্য দিয়ে সংবর্ধনা অনুষ্ঠানটির সূচনা হয়।
উদ্বোধনী বক্তব্যের শুরুতে কানাডায় নিযুক্ত বাংলাদেশের মান্যবর হাইকমিশনার ড. খলিলুর রহমান জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের স্মৃতির প্রতি গভীর শ্রদ্ধা জানান এবং স্বাধীন, গণতান্ত্রিক ও ধর্মনিরপেক্ষ বাংলাদেশ রাষ্ট্র প্রতিষ্ঠায় তাঁর অবদান গভীর শ্রদ্ধার সাথে স্মরণ করেন। তিনি ১৯৭১ সালের মহান স্বাধীনতা যুদ্ধের ৩০ লক্ষ শহীদ এবং সম্ভ্রম হারানো দুই লক্ষ মা-বোনদেরকে শ্রদ্ধার সাথে স্মরণ করেন।
মান্যবর হাইকমিশনার তাঁর বক্তব্যে বাণিজ্য ও বিনিয়োগসহ অন্যান্য সকল ক্ষেত্রে বাংলাদেশ ও কানাডার মধ্যে বিদ্যমান শক্তিশালী ও ক্রমবর্ধমান অংশীদারিত্বের কথা তুলে ধরেন। তিনি উভয় দেশের সামাজিক, সাংস্কৃতিক ও অর্থনৈতিক ক্ষেত্রে এক লক্ষেরও অধিক বাংলাদেশী বংশোদ্ভূত কানাডিয়ানদের অবদানের প্রশংসা করেন। মান্যবর হাইকমিশনার মাননীয় প্রধানমন্ত্রী শেখ হাসিনার দূরদর্শী নেতৃত্বে গত ১৫ বছরে বাংলাদেশের আর্থ-সামাজিক অগ্রগতির কথাও তুলে ধরেন।
ড. খলিলুর রহমান হাইকমিশনার হিসেবে তাঁর গত সাড়ে তিন বছরের মেয়াদে বাংলাদেশ-কানাডা সম্পর্কের উল্লেখযোগ্য মাইলফলকগুলো তুলে ধরেন। তিনি বলেন যে, ঢাকা ও টরন্টোর মধ্যে সরাসরি বিমান বাংলাদেশ এয়ারলাইন্সের ফ্লাইট চালু করতে পারায় দুই দেশের মধ্যে যোগাযোগ ও ব্যবসা বাণিজ্যে গতিশীলতা এসেছে। তিনি সম্প্রতি বাংলাদেশ কর্তৃক কানাডাকে বিনিয়োগ সুরক্ষা চুক্তি স্বাক্ষরের বিষয়ে কারিগরি দিকগুলো আলোচনা করতে প্রস্তাব দেওয়া হয়েছে বলে তাঁর বক্তব্যে উল্লেখ করেন। এছাড়া, কানাডার ইন্দো-প্যাসিফিক বাণিজ্য প্রতিনিধির নেতৃত্বে দুই দেশের মধ্যে বাণিজ্য ও বিনিয়োগ বাড়াতে একটি উচ্চ পর্যায়ের আসন্ন প্রতিনিধি দলের আসন্ন ঢাকা সফরকে তিনি স্বাগত জানান।
মান্যবর হাইকমিশনার আশা প্রকাশ করেন যে পারস্পরিক বোঝাপড়া ও সংলাপের মাধ্যমে কানাডা জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমানের আত্মস্বীকৃত ও আদালতের রায়ে দোষী সাব্যস্ত খুনি নুর চৌধুরীকে ডিপোর্টেশনের মাধ্যমে বাংলাদেশে ফেরত দিয়ে আদালতের রায় কার্যকর করতে ও আইনের শাসন প্রতিষ্ঠা করতে সহায়তা করবে।
অনুষ্ঠানের প্রধান অতিথি মাননীয় রবার্ট অলিফ্যান্ট বাংলাদেশের স্বাধীনতা যুদ্ধের সময় কানাডার সমর্থন এবং পরবর্তীকালে পশ্চিমা দেশগুলোর মধ্যে প্রথম দিকে বাংলাদেশকে স্বীকৃতি প্রদানের বিষয়টি তুলে ধরেন। তিনি ২০২৬ সালে স্বল্পোন্নত দেশের তালিকা থেকে বাংলাদেশের সফল উত্তরণের বিষয়টি উল্লেখ করে মাননীয় প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে চলমান অর্থনৈতিক উন্নয়ন ও অগ্রগতির ভূয়সী প্রশংসা করেন। তিনি বলেন, বাংলাদেশের উন্নয়ন ভাবনা পৃথিবীর অন্যান্য দেশে দারিদ্র্য বিমোচন ও অর্থনৈতিক উন্নয়নে মডেল হিসেবে কাজ করছে। মাননীয় রবার্ট অলিফ্যান্ট মায়ানমার হতে জোরপূর্বক বাস্তুচ্যুত ১৩ লক্ষ রোহিঙ্গা জনগোষ্ঠীকে বাংলাদেশে মানবিক কারণে অস্থায়ী আশ্রয় প্রদানের জন্য বাংলাদেশ সরকারকে ধন্যবাদ জানান। তিনি বলেন, জোরপূর্বক বাস্তুচ্যুত রোহিঙ্গাদের তাঁদের নিজ দেশে টেকসই ও নিরাপদ প্রত্যাবাসন নিশ্চিত করতে আন্তর্জাতিক বিচার আদালত (আইসিজে)-সহ অন্যান্য ফোরামে কানাডা বাংলাদেশের সাথে একযোগে কাজ করবে। পার্লামেন্টারি সেক্রেটারি কানাডার অর্থনৈতিক ও সামাজিক পরিমণ্ডলে বাংলাদেশি-কানাডিয়ানদের অবদানের কথাও স্বীকার করেন। বাংলাদেশ-কানাডা সম্পর্ককে শক্তিশালী ও সম্প্রসারিত করতে মান্যবর হাইকমিশনারের মেয়াদকালে বিভিন্ন পদক্ষেপের জন্য তিনি তাঁকে ধন্যবাদ জানান।
অন্যান্যদের মধ্যে কানাডা-বাংলাদেশ পার্লামেন্টারি ফ্রেন্ডশিপ গ্রুপের (সিবিপিএফজি) চেয়ারপার্সনসহ অন্যান্য সংসদ সদস্য ও সিনেটরগণ অনুষ্ঠানে বক্তব্য রাখেন। তাঁরা প্রধানমন্ত্রী শেখ হাসিনা-এর নেতৃত্বে বাংলাদেশের আর্থ-সামাজিক অগ্রগতির প্রশংসা করেন এবং বাংলাদেশ-কানাডা দ্বিপাক্ষিক সম্পর্ক আরও জোরদার ও সম্প্রসারণে একসঙ্গে কাজ করার আশা প্রকাশ করেন। তাঁরা হাইকমিশনারকে তাঁর মেয়াদকালে পার্লামেন্টারি ফ্রেন্ডশিপ গ্রুপকে সহায়তা করার জন্য ধন্যবাদ জানান।
সম্মানিত অতিথিদের সম্মানে হাইকমিশন কর্তৃক আয়োজিত নৈশভোজের মাধ্যমে অনুষ্ঠানটি শেষ হয়। উল্লেখ্য, পবিত্র রমজান মাসের কারণে ২৬ মার্চ ২০২৪ তারিখের পরিবর্তে ১৮ এপ্রিল ২০২৪ তারিখে স্বাধীনতা ও জাতীয় দিবসের সংবর্ধনা অনুষ্ঠানের আয়োজন করা হয়।
Celebration of the Independence and National Day Reception 2024 by the Bangladesh High Commission, Ottawa on 18 April 2024
Bangladesh High Commission, Ottawa, Canada hosted a Reception at the Hilton Garden Inn Ottawa Downtown on 18 April 2024, to celebrate the Independence and National Day of Bangladesh 2024. The Honorable Robert Oliphant, Parliamentary Secretary to the Minister of Foreign Affairs of Canada, attended as the chief guest of the event on behalf of the Government of Canada. The event welcomed around 200 guests, including Senators, Members of Parliament, Heads of diplomatic missions in Ottawa and community members. All the officers and officials along with their spouses also attended the event. The ceremony began with the playing of the national anthems of Canada and Bangladesh.
In his opening remarks, His Excellency Dr. Khalilur Rahman, High Commissioner of Bangladesh in Canada, honored the memory of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and highlighted Bangabandhu’s vision for an independent, democratic and secular Bangladesh. He also paid tribute to the three million martyrs and the two hundred thousand brave women who were violated during the 1971 war of liberation. His Excellency the High Commissioner highlighted the strong and growing partnership between Bangladesh and Canada, which spans trade, investment and people-to-people exchanges. He extolled the contribution of over 100,000 Canadians of Bangladeshi origin to the social, cultural, and economic fabrics of both countries. He also highlighted the socio-economic strides Bangladesh has made, especially in the last 15 years, under the visionary leadership of Hon’ble Prime Minister Sheikh Hasina.
His Excellency Dr. Khalilur Rahman expressed satisfaction at the achievements in connection with strengthening of Bangladesh-Canada relations through various diplomatic initiatives during his tenure. He maintained that the commencement of direct Bangladesh Biman flights between Dhaka and Toronto have bolstered trade and mobility. He also mentioned ongoing discussions to further strengthen and expand commercial ties between the two countries. He welcomed the upcoming trade and investment mission led by Canada’s Indo-Pacific Trade Representative to Dhaka. He also mentioned that Bangladesh’s recent proposal to start the technical negotiation of a Foreign Investment Protection Agreement (FIPA) would bolster the confidence of Canadian investors to invest more in Bangladesh.
His Excellency the High Commissioner expressed hope that Canada would resolve the sole irritant in otherwise excellent bilateral relations by deporting Killer Nur Chowdhury, convicted assassin of Bangladesh’s Founding Father, through mutual understanding and agreement as soon as possible.
The Chief Guest of the event, The Honorable Robert Oliphant, emphasized the significance of the bilateral relationship between Canada and Bangladesh, noting its roots in Canada’s support during Bangladesh’s war of liberation and its subsequent recognition of Bangladesh as a sovereign nation. He praised Bangladesh’s upcoming graduation from the Least Developed Country (LDC) category in 2026 and commended the ongoing advancements in various socio-economic indicators under the leadership of the Hon’ble Prime Minister Sheikh Hasina. He also said that many of Bangladesh’s development activities serve as the model for other countries for poverty alleviation and human development. Furthermore, he expressed gratitude towards Bangladesh for sheltering 1.3 million Forcibly Displaced Myanmar Nationals (FDMN). The Hon’ble Robert Oliphant affirmed Canada’s commitment to work with Bangladesh, including in the International Court of Justice (ICJ), to pave the pathway towards safe and sustainable repatriation of these persecuted people to their homeland in Myanmar. The Parliamentary Secretary also acknowledged the contribution of Bangladeshi-Canadians to the economic and social milieu of Canada. The Honorable Robert Oliphant thanked His Excellency the High Commissioner for his works and contributions during his tenure to strengthen and expand Bangladesh-Canada ties.
Among others, Honorable Members of the Canada-Bangladesh Parliamentary Friendship Group (CBPFG), including its chairs, spoke at the event. They commended the leadership of the Honorable Prime Minister Sheikh Hasina and hoped to work together to further strengthen and expand Bangladesh-Canada bilateral relations. They also thanked His Excellency the High Commissioner for facilitating the group during his tenure.
The Chief Guest and His Excellency the High Commissioner, along with Senators and Members of Parliament, raised a toast to celebrate the reception. The event concluded with a dinner for the invited guests. It may be mentioned that the Independence and National Day Reception 2024 was hosted on 18 April 2024, instead of 26 March 2024, due to the holy month of Ramadan.
